London, Dec. 21.
Trasting the Chinese Students Central Union of Britain at the annual dinner of the Union this evening, Mr. Chao Hsin-chu, Chinese Charge d'Affaires, emphasised its great value to students. Continuing. well on the special advantage of studying in Britain which is the most constitutional country in letter and the most democrat spirit. He urged China's need cf a permanent con- stitutione complete and more suitable than the present pro- visional one, and he hoped, if some of those present reached home in time to he in forming it, they would remember the lessons they had acquired here. He trusted in any case that the new constitu- tion would very soon be made public and become effective, so that China as a whole would be able to maintain order.and tranquillity. He reminded the students, however, of the impossibility of trans- porting civilisation from the constitution of one country bodily to another. Urging abstention from agitation. intolerance and over- pessimism, he said the people of these times were only too ready to suggest that China was suffering from evils which were insa- perable, but this was not se. Every cation had passed through & transitional period. Fically, he admonished their maintenance and increase of the high prestige that Chinese students already enjoyed in Britain.
