American Proposal to Allies.

New York, December 21. The Associated Press London correspondent states that it is understood the United States at the request of the German Trade Commission, of which Herr Cuno is the head, has begun negotiations with France and Britain with a view to the appointment of a com- * mission of American business men for fixing a new basis of repara- tion payments. It is stated that Britain's consent to such a plan has already been transmitted to Washington,' and an early reply from France is expected. It is understood that the proposal reached the United States Government through the United States Chamber of Commerce, which was asked by Cuno and his associates to appoint a commission, headed by Mr. Hoover, to visit Germany and imparti- ally survey the financial and economic situation.

It is understood that the British Government has not been approached by the United States regarding any proposal to form a commission of American business men. as mentioned earlier, or other freak reparations proposals, but there is good reason to believe that certain informal suggestions have been made to France through the Ambassador at Washington, probably advocating a reconvocation of the International Bankers' Commission. It is thought if the Com- mission reassembled under the present modified conditions a solution of the impasse might found.
