I note that you stress the in- adequacy of shipping on both the Atlantic and Pacific, but give special emphasis to such inadequacy on the Atlantic and the routa by the way of the Suez Canal. As you understand, the law contemplates that no declar- stion of the Coastwise provision shall be made until the president is assured of the declaration of be service by American ships.
