Congratulatory speechos were made and there were large crowds of Chinese and foreign residenta present. General Tsao Jui, who was expected jointly to open the new office, telegraphed that he was unable to leave Pao- tingfa owing to the political situation.

ATTACHES, The Chinese Ministry of Foreign Affairs has rejected the request of the National Union of Chambers of Commerce to ap point commercial attaches to the various Chinese Legations abroad on the ground that the Ministry is too poor to maintain these poats, if they are established, and that' the Chinese. Consuls are quite capable of fulfilling duties of com- marcislattaches, since all of them possess a good knowledge of trade and commerce. The Min- istry further says that whenever it appoints a new Consul always takes into consideration his commercial knowledge, so the Chinese Consul may be safely trusted to know how to promote Chinese trade. As to the request that for the information of Chinese merchants, trade reports of foreign countries should be made by the Chinese Consul abroad, the Ministry assures the. which Mr. Hugbes convened to economic conference discuss costs of production and the increase of unemployment in copianction with the increasing British and foreign competition in Australian marketa opened at Sydney. Neither Labour Capital is fully represented, as was foreseen, but Mr. Hughes in an address intended to reach a wider audience through the Press emphasized once again in the plainest terms that Australia must produce more per capita if even the Governments were to be expected to continue to support local manufactures. Australia, un- der the influence of the world sit- uation, must striva as other coun- tries are striving. Mr. Hughes indignantly denied that the Conference had been planned as a trap to depress wages. "What is wrong in Australia is that the rate of production has fallen off. If we want the stand of living maintained there is only one way, that is to produce more wealth. It is impossible.for the Federal Government to keep the Broken Hill works going if they are asked to pay £30 for a ton of steel which can be imported at one-half or two-thirds of that price, or to build ships at £30 to £30 * ton when Glasgow is charging £16 to £18.
