THE IRISH TREATY,
Speech by the Speaker of
'the Dail
During the debate upon the Irish Treaty in Dail Eireann Mr. John MacNeill (the Speaker)| delivered a speech. He said that at the private session he had brought upon himself a certain amount of obloquy by describing bimself as an opportunist. He was going to speak to them again from the standpoint of an op- portunist. By an opportunist he meant that he claimed freedom to do the best for Ireland in the cir- cumstances that might arise. To his mind the great majority of the speeches that had been made thote against the resolution for] the approval of the Treaty should have been made at the com- mencement of the negotiations, and not now. The situation was there quite clearly defined. Every one charged with responsibility in those negotiations had the same freedom to do the best be could in the circumstances for Ireland, and thought that it was now admitted. that in the circumstances they had done the best in their knowledge and judgment and power that they could have done.(Hear, bear). He could use language as lofty, if not as eloquent, so any they had heard there, if not perhaps quita as langthy. He could say, "We will have a Republic, a whole Republic, and nothing but a Republic, and to Hell with Eng- land." There was nothing to prevent his saying that.
Miss MacSwiney-Say it, then. (Cries of "Order, order.")
Mr. MacNeill, continuing, said that he was not going to deal with ang suggested alternativa càth| that bad bean before them. He would suggest an alternative him. self in case another oath had to be prepared. It was I swear to be externally associated.” (Laughter.) In the Tresty oath there was no allegiance except to the Constitution of the Irish Free S'ate to that, and to that alone
