Professor Aball in a com- munication to the calumns of the Liverpool Journal of Commerce bas elucidated some paints which are frequently misunderstood re- lative to "affective horse-power". Be state that "power." as ordin- arily understood, signifies ability to accomplish. In mechanics, however, it has a more precisa meaning. It is the rate of doing "work," and is measured as a rule in foot-pounds per unit time. A | horse-power is simply a unit of power or a unit rate of doing work. This unit is a rate of 33.- (000-ft.-Ita. par minute, or 550-ft.- lbs per second. The efficiency of a machine is the ratio of the useful work done to the total work expanded in the period of time. Efective work is useful work. Effective borse- power is the rate of doing `useful work in horse-powar units. Ap plied to a ship, the effective horse- power is simply the rate of doing useful work in horse-power units -ie, the least possible work needed to transport the ship and its cargo from one point to an- other at a definite speed, speed and distance being measured in. appropriate units. further points out in order to give tbis

a more physical interpretation the effective borse-power has been termed the tow-rope borse- power, viz., the rate at which work would be done by a force applied from outside through a tow-rope to the ship in moving " the ship at a certain speed. So far as the effective horse-power is concerned, it is Immaterial how the towing force is derived, whether from a winch on shore or from a tog. The tow-rope horse-power has the same value as the effective horse-power. The thrust horse-power, however, is a very different thing from the effective horse-power.

is the rate at which work is done in borse-power units by the force derived from the screw propeller when propelling the ship at the desired speed. That is to say, it is the rate at which work is done by a force derived from. within the ship when propelling" it at the desired speed. This force may be quite different from a force applied through a tow-rope; though it would not do the same amount of useful work, it would not do the same amount of actual work, because of the action of the propeller itself upon the ship. He concludes bis observq- tion by remarking: "It seems to me that with these definitions there should be no confusion of ideas, but that does not say that there will be no confusion of language. There need be no com fasion of language if' one is careful always to realize that power is not a force, bát is a rate of doing work, and that the word effective in its original sense meant useful."
