KOBE HARBOUR WORKS, The work of improving the facilities of Kobe Harbour, which was begun in 1907 on the ground that the existing accommodation was inadequate to meet the re- quirements of the increasing trade of the port, is now nearing com- pletion. Under normal conditions the work would have been ac- complished before the end of 1918 but owing to the war the opera- tions bave been prolonged for three years beyond the stipulated time.
