CHINESE WAGES INVESTIGATION
The Chinese Ministry of Agri- culture and Commaros has in- structed all the provincial and administrative officials to render a report on the rates of wages obtainable in their localities.
·SINO-MEXICAN TREATY, Sino-Mexican negotiations have [again been resumed for the con
clusion of treaty. The Chinese Minister in Mexico reporta that a the Mexioan Government has in- timated its wittdrawal of a re- quest for the privilege of ax- traterritoriality. This was the stumbling block in the previous negotiations.

Sir George Kenwick, M.P, speaking at Newcastle Chamber of Commerce, referred to the unemployment question, and said there was plenty of employment but not at the present trade union rates, and he would ask the trade union leaders to consider serious- y whether the rates they had fixed, especially for unskilled men, were not such as to prevent employment.

YAWATA IRONWORKS, The selling price of the Tawata Ironworks, since they effected
in reduction tborough-going price, have been looked upon as the ruling quotations. Sales have been unexceptionally good. Sirc the middle of July about 20,000 tons have been sold, rather to the. relief of Mr. Shirani, the President of the Ironworks. Mr. Yanagi- zawa, the Director of the Selling Department, says that unex- pectedly good results bave been shown, all the manufactures for the market having been well- nigh cleared off. The Ironworks sre now out of stocks of rails, owing to the orders placed by the Railway Department, the in- crease of private demand due to the development of light railways. etc., and the two months' suspen- sion of operations due to damage baving been done to the chinery in the railway factories. NEW BILLS OF LADING RULES. Sir Norman Hill has made the following statement:-The Hague Rules, 1921, have been prepared by business men, expressed in business terms, and by the agreement of all interests con- cerned with bills of lading in all * maritime countries are bald to satisfy business requirements. They have been hammered out by the kernest minds amoog ship- owners. sbippers, consignees. bankers and arderwriters after months of incessant work.. The United States took no active part in this conference. but the attitude of their representatives at the meeting in London in July of the International Chambers of Commerce conveyed the inpres sion that their agreement with the Hague Bales is practically certain. I have no doubt that so far as Great Britain is conceraei a.l the interests involved will ebdorse the Rules in order to bring them into operation for all after initiated transactions January 31, 1922, the date fixed in the Conference resolution.
