London, October 13. Forecasts of the decisions of the League of Nations regarding Upper Silesia are bailed with an outburst of dissatisfaction in Ger- many. The newspapers of Berlin declare that Germany will never assent to the judicial mn der of Geneva." Dr. Wirth's hint of resignation, however, is opposed by Socialists and democrats as serving no useful purpose. It is reported in Berlin that many Ger- mans are preparing to flee from Silesia, tearing Polish attacks.

The French Press is pleased as the decision, and declares that the excitement in Germany will probably die down when the Ger- ruans reflect that they are rebelling not against France's decisions but against the sentence of the world tribunal.

Further Sensational Fall of the Mark.

London, October 13. Marks have made a new record at 550 to the pound, exciting speculation as to whether a financial catastrophe is impending in Germany through the depreciation of the currency accompanied by a continued boom in industrial stocks, the average price of which is now more than double that of last March.

The report of the decision as to Upper Silesis has been received with consternation in financial circles in Berlin, which are discuss ing measures to prevent the withdrawal of German marks from Bilesia to Poland as the currency would be further depreciated if the Poles get hold of large quantities of German notes.

The Americao baoke Mr. Janes Speyer, interviewed in London, stated that he views the situation with alarm, and said that the only palliative was the grant of large long-term credits to Germany.

British Opinion that Decision is Fair.

London, October 13. Authoritative opinion in London is that the decision of the League of Nations as to Upper Silesia is very fair. It is pointed out that the Powers" pledge to accept the decision does not preclade the possibility of one or all the Allies offering remarks thereon. Germany and Poland are expected to accept the decision with absolute loyalty whan announced, and the Supreme_Council_will_not_be_affected in the slightest by any attempt of either party to obtain modificatione of the decision.

INDIAN FISCAL COMMISSION.

To Investigate Imperial Preference.

The question of the desirability of adopting the principle of Im- perial Preference will be considered by a fiscal commission appointed by the Government of India to examine its tariff policy with reference to all the interests concerned.

[Sir Ibrahim Rahmitools, who was knighted in 1912, is a member of the Viceroy's Imperial Legislative Council, a director of the Bank of India, and a leading figure in the municipal life of Bom1 ay.
