In view of the inequality regarding extra-territoriality, customs duties and protection of overseas subjets, the Government has given instructions to the Minister to Holland, Wang Chi-
seng, to negotiate for the revision of the treaty.

While giving instructions to the Governors of Takyo-fu, Osaka-fp. and Aichiken, and the Chief of the Metropolitan Police to control transactions outside the Ex. banges the Department of Agriculture and Commerce, bas ander deliberation the establish. ment of Cotton Yarn and Piece- goods Spot Exchanges, which, it recognises, have become neces- sary with the development of the times. As a consequence, a de- -ision has
reached ,been to sanction the founding of such
Exchanges in Tokyo, Osaka, and Yagoya, where dealings in these goods are most lively. At the same time regulations for the mode of basiness and so forth were fixed. The Asahi learns in this connection that as no more than one exchange cannot be created in one place, according to the present Exchange Act, it was proposed the Spa Exchanges should be created in the offices of the Osaka (Sampin) and Tokyo (Suginamori) and Nagoya Ex- changes, the brokers and spot dealers in the two former being- empowered to do dealings jointly' and the Exchange in the letter heing under the simple-baurse system, including spot dealers Daly. Another proposal was that in view of the speculative transac- tions of the brokers, thay should The abolished and the Exchanges in Tokyo and Osaka converted to the bourse system.
