THE RESOURCES OF MANCHURIA, Although Manchuria is a land
of

limitless possibilities for agricultural and minoral exploita- tion, its resources have boen developed in a far higher degree than those of the other outer territories of China. This is due its geographical position, which gives it a peculiar political significance as a buffer territory between Russia and Japan. But when it has been conceded that Manchuria has been tapped on a larger scale than the other outer territories the last word has not been said regarding the com- mercial enterprise that might be brought to bear throughout tho Three Eastern Provinces. The field is as extensive as it is rich all the natural advantages for successful exploition are at hand but the great drawback is the scarcity of labour. The population is approximately 8,500,000, inhabiting an erce of 363,000 square iniles, giving a density of 23 per square mile, which is absolutely inadequate to cope with the cultivation of the vast tracts of land that are still boon

In getting together on the tariff the three dock interests have sacrificed part of beir revenues with the sole idea of making this port more attrac- tive to the shipper, as the Atlantic Coast and Gulf ports are free ports as far as the shipper is con cerned.
