In
order to save shipping expenses, shipownerà in Japan have began to weed out unskilled seamen employed during the war and to take men from the training schools at comparatively low pay, OIL ON WATER IN HARBOURS. Lloyd's List states that there is ¡ every likelihood of a solution of ¡the difficulty arising from olly | waters-s_solution satisfactory both to shipowners and to dock and harbour authorities. It will be remembered that a conference was held at the Board of Trade offices recently on the subject of oily waters in docks, harbours and estuaries, when it was decid- ed to appoint a committee repre: sentative of the Board of Trade, Port and Harbour Authorities, the Chamber of Shipping and the Oil Companies owning oil tankers, to go into the whole question. The source of the trouble, as has previously been indicated, ie the heavy oil which is pumped but from ships, causing a nuisance to seaside places and a danger 'in docks and harbours. In the case of a vessel which burns, fuel oil and carries it in double bottoms and tanks, some oil inevitably re- mains in the tank at the time when it is filled with water bal- last, and subsequently this mixture of water ballast and oil is pumped out. Again, vessels which bring in cargoes of this heavy oil sometimes want to clean out their tanks, with the result that the oily refuse is pump d ov rboard, DISCIPLINE ON BOARD. With discipline on board ship becoming more and more difficult to maintain, says the Syren, we welcome tho action of a firm of shipowners in bringing one of their seamen into Court for dis- obedience of orders. He was a deck hand on the 8.8. Turkestan, owned by the Hindustan Steam Shipping Company, of Newcastle, and it appears from the recent proceedings at the Tower Bridge Police Court that while the vessel was at Port Said, the chief officer ordered him, with others, to clear the after deck and free the steer- ing gear so that the ship could proceed to sea. This order Re declined to carry out unles he were paid overtime, on the ground that the work was "un- necessary. We are in full agree- ment with the mastrate that the matter is one of the greatest public importance, and that a scaman should not have power to decide whether an order is neces- sary or not for the safety of a ressel, In reply to the sugges- tion of the solicitor representing the defendant that the whole matter could have been settled had the master fined the man 5s. or two days' pay the magistrate said that even the maximum penalty would not be sufficient in such a case; The offence was a very grave one and might have had serious consequences, and he imposed a sentence of 14 days' imprisonment.. If seamen become imbued with the belief that de- face of lawful orders can lightly be indulged in, an intolerable state of things will be brought about.
