GERMANY'S REFUSAL TO PAY.

The German Government has replied to the Reparations Commis- sion refusing to pay twelve milliards gold marks by May 1st as demanded and rejecting the Allied estimate of the deliveries she has already made and demanding the convocation of a meeting of experts to decide hereanent, adding that Germany is not in a position to pay.
