A Constantinople telegram states that the French Government has informed Wrangel that it is unable longer to bear the expense of maintaining the Russian Army al Constantinople, and offered it the following salternatives- firstly, a return to Russia if an amnesty is obtainable from the Soviet; secondly, emigration to South America; thirdly, service in the French Foreign Legion. Wrangel has appealed especially to America to save the last anti-Bolishevist army from dissolution.

The text of four, new Mandates has been issued. That for Ger- man South West Africa is conferred on South Africa; the German possessions in the Pacific south of the equator, except Sainoa and Nauru, are conferred on Australia; German Sumca is conferred on New Zealand; and Naura is conferred on Britain.. All are in identical terms, ou the lines of previous mandates, conferring fall powers of administration and prescribing the prohibition of slavery, the supplying of natives with alcohol, and forced labour except for essential public works with adequate remuneration. The establish- ment of military and naval bases and fortifications is engaging attention. The mandatories guarantee religious freedom and will report yearly to the League.
