UPPER SILESIAN PLEBISCITE.
Paris, March 21.
A message from Berlin says figures of the Upper Silesia plebiscite, in which the Polish and German inhabitants voted yesterday to determine under which flag they desire to be governed, are already arriving showing overwhelming German victories. In several big towns the majorities declared range from seventy-eight to ninety-four per cent.
German semi-oficial figures via Berne confirm this.
The plebiscite has passed off calmly despite anticipated collisione. Fears are, however, entertained that the declaration of the poll may lead to violent outbreaks which it will be the Allied detachments' duty to repress. The General Commanding has captured forty- thousand rifles since his arrival, but says that both camps are still armed throughout the country. The final decision as regards this rich territory's future rests with the Supreme Council and it is not unlikely it will be split up according to national desire as recorded in the various contiguous areas.
