GERMAN WAR CRIMINALS.
Berlin, March 12 The German Charge d'Affairs in London has handed Mr. Lloyd George a note stating that the Entente's lists of war criminals has been submitted to the Supreme State Attorney at the Imperial Court at Leipzig in order that measures may be taken to prosecute the offenders. A Bill passed by the National Assembly thereanent gives every conceivable guarantee for an exhaustive and impartial enquiry.

The German nate to Mr. Lloyd George declates that the Leipzig Court will pronounce justice regardless of consequences and demands the cessation of the arrest of Germans in the occupied territories en charges of war crimes and the banding over of those arrested to the German Court and the release. of Germans detained in war prison camps for similar reasons. It also demands that the Allies abandon the reservation with t regard to the right to try for war crimes Germans not men- tioned on the list of war criminals. if encountered on Allied territory. It concludes that unless the war incidents are con. signed to oblivion the German Government might be obliged 1 take measures with a view to explating punishable nets against Germans by Allied subjects during the war.

THE COAL SITUATION.

The seriousness of the miners' new wages demand is ad- mitted in all quarters. It is estimated it will incur an additional wage bill of £10,000,000 annually and increase the price of coal by 38 per ton. Recent speeches of miners leaders indicate the workers are frankly pursuing a policy of "Sharing the swag
The present situation is controlled by the fact that banker coal is fetching fabulous prices and when com petition forces down the export prices a crisis is inevitable as some coal is already selling at a loss. The miners' secretary, Mr. Hodges, in this connection publicly admitted we were engaged in an industry marching to bankruptcy. When ex- ports fall to approximately normal the mining industry will be insolvent. The "Times" consequently emphasises that the real issue which the miners are endeavouring to force is nationalisa. tion of bankruptcy. The Government reply to the demand will be given on March 24.

INCOME TAX.
London, March 12.
The "Daily Chronicle" states that the Rogal Commission on Income Tax recommends that within the Empire the double Incudnn Tax shall be abolished. It is proposed that hencefor ward the tax on the profits of trading concerns should be paid at the highest leviable rate in Britain or any Dominion but no longer in both.
It is foreshadowed that the report of the Income Tax Commission will recommend nes exemption lits, viz. married persons £350 and single £130, with abatements for the first child. C and for subsequent children 950 each. It will abolish the wife's abatement of £00. The tax is to be con tinued, with a steper graduation for high incomes. Co- operative dividends will be taxed.

FRANCE AND THE VATICAN.

The prearable of a Bill which the Government has in- troduced in the Chamber for re-establishing relations with the Vatican lays down that there can be no discussion of the law of the State. The separation of Church and State is definitely part of French customs as well as the laws. France desires representation at the Vatican especially in connection with Near Eastern questions.
FRENCH MINERS STRIKE.
Paris, March 13.
The strike of coalminers which was begun a week ago in the Pas De Calais is becoming grave in consequence of the adhesion of the Nord Anzim miners. The "Times" estimates that there are 330,000 men how striking. Reserve stocks of coal are likely to carry on till the end of March. Meanwhile Paris is resuming many of its war-time restrictions on public. lighting. carly closing of cafes and theatres, etc.

It is believed in Leicester ecclesiastical circles that a pro- posal is on foot to restore the ancient bishopric of that city by a division of the diocese of Pater- borough. The title of "City" was restored by the King after visiting!
