The report and statement of accounts of the Institution of Engineers and Shipbuilders of Hongkong bas just been issued. The annual meeting is tabe held The next Friday at 5.45 p.n. memberships at the close at last year was 373-a large increase on the previous year. 78 new members being elcetel. During the year death removed several prominent members, including Messs W, C Jack, J. Fasse, J. Adamson. H. Barbour, J. S. Chapman, J. E. Gibson, J. E. Borren, R. Williams, T. Johnston, and J. H. Mend. while Mr A. Bain, one of the original founders, died at home recently,

Two handicaps were competed. for.. The first for prizes presented by Mr J. Fasse and Mr T. W. Robertson and a Break Prize by the Institute. This was won bi Mr McFarlane: runner up. Mr G. The Committee beg to present to! the members the Balance Sheet and Profit and Loss Account for the year ended 31st December. The result of the years working shows a profit of $4,063.00 against a profit for the corresponding twelve months in 1918 of $4.674.35. being a decrease of Sti1009. En- trance Fres and Subscriptions have increased $1,100. Bar Profits and Billiards show a decrease of $548.42 and $470.92, compared. with last year. Interest Account shows un increase of $141.81 which has chiefly accrued from the $1,000 transferred to the Hong- kong Guvernnect 62 War Loan towards the end of last year ond $2,500 which was placed in Fixed Deposit at 3% during the period under review. "Through the gener- osity of Mr R. M. Dyer a great improvement has been made in the har by the addition of sixhandsome glass-topped tables. Besides these, Mr Dyer was gond enough to pre- sent us with the fine model of the Charlotte Dundas" which hus also been placed in the bar. We have been en abled to extend our lease for another three years as from the Best of January, 1920, but at a very much higher rental which will en- tail a big draw on our income. We have much pleasure in recurding qur great appreciation of the work done during the past four and aj half-years by our genial and hard- working Hon. Secretary (Mr S. Baker) and Hon. Treasurer Mr A. Stalker). Both these gentlemen have resigned; Mr Stalker to go on Furlough. Mr Baker finds the pasi tion entails a draw on his time) which he is unable to give andl resigns for that reason. The continued prosperity and the smooth working of the Insti tution during the team of office of both these gentlemen show the tact and ability with which they have carried out their work; Mr W. Brown has consented to take over the duties of Hon, Treasurer, for which we owe him our hearty thanks.

A Berlin message of March 13 says that Berlin was threatened during the night by the immediate danger of a revolution. It was announced at midnight that revolting bodies of troops had begun to March on Berlin from Doeberitz. Generals Van Olderhausen and Von Oven and Lieutenant Colonel Wetzel west out to meet them and warn them of the consequences of their action. The revolutionaries included Baltic troops. Erhard and Lowenfeld naval brigades, and they reached the Tiergarten railway station at 5 a.m.

Dr. Kapp is described as a fanatical pan-German. He came into the limelight for a brief period during the chan- cellorship of Bethmann Hollweg. who denounced him in the Reichstag for circulating a secret pamphlet against Holiweg. The latter subsequently refused to confirm Kapp's election as a provincial official in East Prussia. All yesterday the police were endeavouring to trace Kapp and Pabst in connection with the plot cabled last evening. Both are believed to have fied.

The Social Democratic party has issued a manifesto an- nouncing a military revolt and adding that mercenary troops. who were afraid of the disbandment which was ordered wanted to put reactionaries into military posts. The "Daily Telegraph" quotes a well known statesman of considered judgment as declaring he was recently visiting the ex-Kaiser at Amerongen twice weekly, secretly, at night time, and says there is a direct connecting link between Amerongen and Erzeroum Furthermore Germany is directly associated in the Bolshevik and Pan Islamic movements in Central Asia and Asia Minor; also with the Magyar Government's recall to the colours of thirty-five annual classes. The statesman emphasisex that Berlin is inspiring Horthy's (1) move as well as Mustapha Kemal's with the view of deflecting from Western Europe as many Allied troops as possible, "thus rendering the enforcement of the disarmament clauses of the Treaty most difficult and the eventual restoration of William Hohenzollern easier.
