WHY NOT RATION ROOMS ?

PLAN TO SOLVE HOUSING PROBLEM.

A

Is the rationing of rooms feasible solution of England's housing problems ?

Practical Labour women, sitting in, conference, have made A suggestion in favour of the innovation.

A Doily Chronicle represent- ative who made inquiries amongst housing experts, found the general opinion to be that such rationing could be carried out, but that rationing of houses would probably be the most practical measure of reform to adopt in the first place.

People who own but do not. occupy two, three or four houses might quite well be asked to share their surplus acccommodation with unfortunate people who are finding it impossible to get any kind of a roof to cover their heads," said one authority.

"Should room, rationing be resorted to, I do not think for a moment that any unreasonable measures would be in the mind of its advocates.

But it does not seem unreason- able to suggest that one or two people living in a large house, which they cannot

word unless they migrate from one set of rooms to another week by week, might be asked to divide their house by handing over one! floor or two floors to a homeless family."

It is understood that figures illustrating the enormous waste- of house-room which is involved in the one house, one family ideal, whatever the size of the family may be, are in the hands of the Medical Officers of Health for most of the Loodon boroughs.

On these could be based the necessary register, which would bave to be established if the suggestion came to be practically considered, although the figures would probably require revision.

7

Mr. Herbert Morrison, secretary- of the London Labour party, sup- plied the Daily Chronicle re- presentative with the following figures relating to the Borough of St. Pancras. A similar table based on Westminister or Ken- sington would, of course, show a much higher total of accommod- ation to which the reform under consideration might be applied:

In St. Pancras there are 1,355 ten-room tenements---that 3. houses or flats containing ten- rooms. There are therefore 13,550 rooms available in this class, and 7,749 people are housed in them.

People living in these houses or fiats, taking an average, there- fore very

nearly approach: the two-rooms per person standard.

At the other end of the scale, there Are 4,914 two-roomed dwelling-places, giving 9,828 rooms, in which 8,811 people find accommodation.

5,058 people in St. Pancras are living in ane-room dwelling- places, and below that scale) there are the people who are living two or more to the room, with reference to whom no figures are available.

TWO MENTAL TESTS FOR CHILDREN.

Two of Mr. Cyril Burt's reason- ing tests for school-children were quoted by Dr. P. B. Bailard at a meeting of the British Psycholo- gical Society at University! College recently. They were:-

(1) If the train is late he will miss his appointment: if the train is not late he will miss the train. We do not know whether the train is late or not. Can we tell whether he kept his appoint- ment?

(2) Mary has taken a penny ticket. The trains from this station all stop at Euston, but after that some go to Chalk Farm and Golders Green; other go to Kentish Town and Highgate. They stop nowhere else. -The fare to Euston, Chalk Farm, or Kentish Town is 1d., to Highgate or Golders Green 2d.
