Since I pointed out that one subject which is not taught in any of our schools or colleges is the art of government, a subject of the most vital importance in a democracy, and urged that mem- bers of Parliament and candidates should put themselves to school! voluntarily in order to learn their business, two important incidents! have occurred which tempt one) to return to my mutton.

The first of these incidents is the setting up of trade union com. Imittees by the Workers' Educa- tional Association. a body which I shall never name without an expression of respect. It is true, as the secretary informs me. that) these new committees are not expressly intended to bring an appropriate education within the reach of Labour candidates for! Parliament, but he recognises as any intelligent observer must that they are peculiarly capable of being used for that admirable purpose.

DIPLOMAS FOR JOURNALISM. It is precisely the kind of knowledge which every member! of Parliament ought to here, and it is just as undesirable "that Parliament should be less edu cated politically than its critics in the newspapers as that all classes in the community should be amateurs in politics excepti the working men.

Washington, Feb. 20. " The Shipping Controller has conounced that an appeal against the injunction order prohibiting the sale of the ex- German ships will be filed and he experts Mr. Hearst, oc whose application the injunction was grasted, to be required to furnish bonds to protect the Shipping Board against loss through the ships being idle should the final decision of the Courts be against him.

Mr. Stevens, ex-Vice-Chairman of the Shipping Board, giving evidence before the Senate Commerce Committee, said the value of the thirty ex-German ships for which the Beard received bids was twice or thrice the amount of the bids received, namely $65,000,000 to $75,000,000, and bids received for four ships for transfer to foreign fags were double the highest American bids for three vessels and half a million dellars more for the fourth ship. The foreign bids were ro- jected in accordance with the policy of keeping the ships under the American fag. Mr. Stevens added there was po reason why the Shipping Board should not operate the shipa to prove or disprove the frequent claim that the United Stater

Deschanel yesterday received the members of the Corps Diplomatique, presented by Baron Matsui Replying to the address of congratulation the President said he hoped diplomacy would be able to consolidate the League of Nations and provide it with necessary means of action to straighten out difficulties and avoid conflicts. M. Deschanel's first two official visits have been to the graves of French soldiers in *meux cemetery and the wounded at Val de Grace hospital.

GERMAN TRIALS AT LEIPZIG.

Paris, Feb. L M. Poincare has accepted the presidency of the Reparation Commission. It is believed the Commission will hold at least three sessions a week, commencing work on treaty enforce- ment without further delay. Documents in connection with charges against German war offenders will be completed before March 15, and delivered to the Leipzig Court-
