London, February 21.

A telegram from New York says Senator France has introduced a resolution in the Senate to convoke a new International Conference. It provides for the President sending out invitations to three delegates of all nations to meet in Washington in November for the purpose ot settling world-wide reconstruction problems."

The resolution apparently proposes a new Peace Conference and is seemingly connected with the United States opposition to granting the British Dominions separate voting power in the League of Nations and to being involved in the protection of other States: against aggressors.
