STATISTICAL CONFERENCE.

The statistical conference -concludes of th. inst feature of the conference has been the remarkable unanimity, thwithstanding the diversity of conditions and interests represented. Generally speaking the South African statistical system readily adapted itself to the decisions of the con- ference. It is anticipated the new Imperial Statistical Bureau will be a co-ordinating medium more cozaplete than any pre- viously conceived.

THE CIVIL SERVICE.

London, Feb. 23.

The report of the Committee dealing with the reorganisa tion of the Civil Service recommends that women he given status and authority identical with men, with equal minimum pay and equal increments up to a point. A well marked avenue of promotion is opened up by the University monopoly of administrative pusts disappearing.

BRITISH INDUSTRIES FAIR..

London, Feb. 23.

The British Industries Fair. has opened: 150 thousand invitations were issued, including forty thousand overseas.. The stand frontage at the Crystal Palace section is five miles in length.

A NEW TANK.

London, Feb. 23.

A memorandum on the Army Estimates states that a new type of tank is being developed, with a speed of twenty miles per hour. I made a trial run of a thousand miles with practically no wear. Two of these have been despatched to India for experiment under tropical conditions.

RELIEF FOR VIENNA.

Vienna, Feb. 20.

The State Chancellor, in the course of a speech, declared that should the help of the Great Powers whereon Austria relied fot cone, the time and mocent would come when the Austrian people must be permitted to try another solution, namely union with Germany.

EXPERIMENTS IN THE AIR.

ACCIDENTS TO KITE:

BALLOONS.

At a meeting of the Royal Aeronautical Society, in he theatre of the Royal Society of Arts last month Mr. Griffith Brewer gave a lecture on "Some Kite Balloon Experiments.” The chair was taken by Commodore E. M. Maitland.

Brewer explained that at the end of 1915 he was invited: to deliver a course of lectures, en the theory of ballooning at the Royal Naval Air Station Roehampton, and for the follow- ing three years he lectured twice daily, and set examinations for officers under instruction. The experiments which Mr. Brewer) went on to describe were at first defeated by minor accidente. One specially made balloon was caught by a gust of wind, and Another torn beyond repair. sailed away unripped, and had to be chased in motor-cars from Roehampton to Merstham Tun-) nel where it descended unda mag- ed. On a third occasion the branches of an elm tree in Richmond Park broke the fall. The lecturer related the details of an experiment in which he had General Maitland as a com panion. In avoiding the river they were caught in Barnes rail- way bridge, the balloon descand- ing on the electric line. The stationmaster, having been warn- ed, stopped the trafic before the actual landing, and stood by the switch "to cut off the cur- rent in the event of anything happening." Nothing did hap- pen, in spite of the car coming down between the two live rails, first into one, then into the other. while the tail sat across the live and wheel rails. The balloon and the car curtsied up and down, and the passengers had to wait patiently for the breeze to lift) them into a safer position. At last, after a few minutes, which seemed much longer, they rolled over the rails to the side of the embankment, where the crew caught the car and carried it to safety. "There are few insulators," said Mr. Brewer, "better than a balloon car when it is dry, and the car on this occasion was as dry as the station- master's remarks. I venture to think that we have to thank the dryness of that car for being able! at a later date to congratulate General Maitland on his wonder- ful voyage to America and back: in R.34."

The run of ill-luck attending the first experiments seemed now to have been broken, but there was an occasion when on their way back to Roehampton the experimenters hed to return with the headlamp of the car extinguished on account! of an air raid over London. Eventually the "Brewer Rip," as Mr. Brewer's device was called, became standard for the Navy and also for Army balloons. Apart from the actual object in view, the experiments were in-! structive in many ways. Mr. Brewer concluded by thanking the officers who had shared in them, remarking that it was one thing to test oce's own invention in the air, and quite another to stake one's life on the successful; working of another

man's invention.

WOMEN IN US. POLITICS.

El Paso, Texas, February 14.— After her election to the chair- manship of the League of Women Voters, Mrs. Carrie Clapman Catt sounded the keynote of the con- vention, urging the women. "o affiliate themselves with political parties, saying that she realized that the only way to get things done was work from the inside of the party. She said that if the ratification should be completed, enabling women to vote in this year's contest, it will delay elec- tions and possibly necessitate a new election.

FOCH ON THE FUTURE. Marshal Foch, interviewed by the Excelsior, said:-So long as there were in this world men who were prepared to wage war those who wished to avoid it should be conversant with all scientific and industrial progress. With the best will in the world war was not always avoidable. It might arise on the frontiers of the most peaceful people, arid од the frontiers of such a people. It would be fatal to think that we should not have to fight again just because we did not want to fight again. He thought it wiser to be ready for all eventualities.
