TRANSFER OF LAND.
REFORMS IN THE LAW OF REAL PROPERTY.
The Land Acquisition Com- mittee, of which Mr. Leslie Scott, M.P., is the chairman, has issued its fourth report. The Committee was appointed by Mr. Lloyd George in July, 1917. The present report deals with the position of land transfer in England and Wales, and advises what action should be taken to facilitate and cheapen the transfer of land.
The transfer of unregistered land still remains a highly techical process, and the Committee sug- gest that statutory period for in- vestigation of titig should be reduced from 40 to 30 years; that; the necessity for "words of limit- ation" in conveyances of the fee simple should be abolished, and that there should be sub tituted an endorsed receipt under seal for a deed o reconveyance of a mortgage. Procedure should he established for obtaining the modification of extinguish- ment of obsolete restrictive Covenants. and also the ap- portionment and redemption of chief rent and other perpetual rent charges which cannot at present be apportioned or rea deemed. It is stated that if a more perfect system of land transfer is to be achieved a far more drastic reform than that contained in these recommend- ations will have to be effected. The main defects in the existing system of conveyancing do not lie in the practice of conveyan- cing but in the general law of real property.
The growth of the law of real property in England and Wales is described by Mr. Arthur Un- derhill, the senior conveyancing counsel of the Court, in the frst appendix to the report. The 'present chaotic state of the law is due mainly to the fact that there are
collateral three systems of holding land-"the patchedup and incongruous free- hoid system, the still more out-of- date copyhold system, and the more modern leasehold system" --and to the complexities arising from the fact that freeholds, copyholds, and leaseholds each devolve in a different manner on intestacy, and may each be the subject of concurrent ownership, known as tenacy in common.
The remedy proposed by Mr. Underhill, stated shortly, is to abolish ell the complexities and incidents cftbe freehold and copy- hold systems, and to enact in effect that henceforth all land now held as freehold cr copyhold shall have the same incidents as if it were leasehold, to free pur- chasers from the onus of inves- tigating trusts and to provide a remedy for the complication caused by tenancies in common. The Committee agree that no great improvement in the existing system of transier of land, whether registered or unregistered, can be effected until the law of real property has been radically simplified, and that Mr. Under- hill's propo als offer the best remedy to effect the required simplification with as little dis- turbance as possible.
A Law of Property Bill was accordingly drafted by Mr. B. L. Charry, one of the conveyancing counsel of the Court, on the lines of Mr. Underhill's proposals and in accordance with recommend- ations made by the Committee.

M. Deschanel's accession to the chief magistracy has been marked by simple ceremonies, briel sperches and great popular ovations, At the Elysee. M. Poincare, transmitting The powers, said to him: "Daring the seven years of your magistracy you will pursue without relaxation the execution of the Peace Treaty obligations. which Germany has so lar been only too much disposed to evade. You will have to guarantee the, permanence of our external policy, safeguard our alliances vivity the League of Nations and make of peace, which to-day is but a hope and a name, a thing ac- complished and indestructible." Repiring. M. Deschanel said: To full my duty I shall only have to keep my eyes fixed on your noble example." In the afternoon M. Poincare and M. Deschanel together went to the City Hall to receive the welcome of the Paris Municipal Council. M. Loubet and M. Fallieres, former Presidents, were present. Following the reception at the City Hall M. Deschanel paid his pre- decessor the courtesy of escorting him to his private home, then returning to the Elvsce. 3. Teschanel decided to mark his assumption by granting a number of pardons for military " and civil offences, excluding crimes against the country. M. Deschanel will receive to-morrow morning members of the Diplomatic Corps, introduced by the Japanese Ambassador- Haras.
THE ADRIATIC PROBLEM.
Washington, Feb. 20., President Wilson's reply to the Allied note of 15th. inst will not reach the Allies before to-morrow. It is understood the President adheres to his memorandum of 17th, but the reply is not regarded as the final chapter of the negotiations.
London, Feb. 20.
In consequence of the recent uncertainties and misunder- standings respecting the Allies and President Wilson's notes. the London and Provincial Newspaper Conference forwarded to Mr. Lloyd George resolutions emphasising the argent necessity for greater publicity as regards the Supreme Council and protesting against the Iacilities granted to the French press which were withheld from the British.
Simultaneously the Supreme Council decided. upon Mr. Lloyd George's motion, so curtail the meagre information hitherto afforded to the public.
THE PEACE CONFERENCE.
Paris, Feb 20,
The Temps" London correspondent states that owing to the amount of work not dealt with, Mr. Lloyd George anticipates that the Conference will sit in London throughout March. The Hungarian delegation is expected in London next week The Hungarian reply to the peace terms is due to-day.

Paris, Feb. 30. It is reported from London that Mr. Lloyd George and Signor Nitti are willing to negotiate with Litvinof, but the French representatives at the Peace Conference pointed out that France promised to assist Poland and Rumania against the Bolshevists. The discussion was adjourned til M Millerand returned to London.
London, Feb. 20. The statement that Mr. Lloyd George and Signor Nitti have consented to negotiate with Litvinoff is authoritatively described as a pure fabrication.
EXPLORER PEARY DEAD.
Washington, Feb. 20. The death is announced of Rear Admiral Peary, discoverer of the North Pole.
Robert Edwin Peary was born at Cresson Springs, Penn., U. S. A. on 6th. May, 186, so that he was 64 years old. HeTM started life in the U. S. Navy, entering in 1881. In 1883 he was assistant engineer of Government Surveys, Nicaragua Ship Canal, and in the following year, 1888, made a recon- naissance of Greenland Inland Ice. In 1891 he made an expedition to North Greenland, establishing the insularity of that territory. Many other voyages culminated in his reaching the North Pole on 8th. April, 1909, just after the alleged success of the famous Dr. Cook. Many honours were shower- ed on Commander Peary, by Geographical Societies, etc., and ho was promoted Rear Admiral in 1911.
