The cause of the rise in the paper price of gold was shown to be the same as in the Napoleonic Wars, when it reached 110s. per standard ounce, namely, an 'excessive issue of paper currency in relation to the supply of goods and gold.

A tabulated statement shows that the value of the world output last year was £75,600,000, of which the Transvaal produced £35,500,000 and the rest of the Empire £14.000.000, as compared respectively with £96,800,000, £38,600,000 and £20.100.000 in 1915. The world's drop per centum last year, compared with 1915, was 22. Allowing for Labour difficulties and the effects of increased working costs, the experience of the gold industry in war-time emphasised the danger of attempting to limit the operation of the law of supply, and demand.

The Indian Government recognised that it was cheaper to buy gold than silver and in order to meet currency demands it prohibited the private importation of gold, despite the producers' protests, and on the basis of American exchange and the price of silver was enabled to buy sovereigns at about 24s. and re-sell them in the bazaars at working out at 34s.

The Bill itself is framed very much on the lines of the existing Volunteer Ord nance, the most important difference being that if a man resigns within three years without some good reason he shall be liable to pay certain sums according to his length of service. There will be an annual inspection by a general or field officer of His Majesty's Army, and there are clauses providing Courts of Inquity and giving to the Governor-in-Council power to make Regulations under the Bill, but the Legislative Council has power to amend or rescind any such Regulations.
