"No girl or boy between the age of 14 and 15 should be sent on tour unchaperoned." said Miss Italis Conti to a Daily Chronicle representative. Miss Conti sup plies large numbers of children for theatrical productions, and she is now making a special effort to persuade managers to provide chaperons for the younger mem- bers of their companies.
Under the age of 14 the child is protected by law, but there is no protection for children above that age." Miss Conti pointed out, and yet the later 'reens are the most impressionable years, I have heard of cases of girls. and boys en tour who travel about quite alone. find their lodgings, and so ca. Sometimes a joint menage is set up by boys and girls of 15 or 16,
"Some companies are conduct- ed so well that children are as safe on tour as they would be with their parents, but this is not the rule. However, I am glad to say that managers are welcom- ing the idea of a chaperon. For instance, the children in a Daly's company which is, about to tour the provinces are to have their chaperon, and I hope other managements will follow the example.
It is a little difficult to find the right type of woman as chaperon. She must understand young people, but she must also understand stage conditions. If the right kind of women turned up I should probably be able to find them employment for the greater part of the year."
Mr. Lugg. secretary of the Actors' Association, is personally opposed to the employment of children on the stage.
"In London theatres children are pretty safe." he said to the Daily Chraicte representative. but conditions in the provinces are often scandalous. Most of the No. 2 theatres are utterly unft for children. In many cases thore is no heating behind the footlights, and I have heard of cases where there are open drains. in the dressing-rooms. The Min- istry of Health should make special laws to have all theatres brought under the Factory Act so that their sanitary arrange- ments could be inspected. This would afford a little protection to the health of the children.
"But personally I am dead

They are often given over to the care of some member of the company. who perhaps gets an extra 5s, a week for looking after them, and this is all the attention the poor little creatures get. Invariably they are on the stage because someone is exploiting them, and it is my own opinion that the only people who would suffer if they were removed from the stage are those who are making profit out of them."
Mr. Lugg does hot think the presence of children in any play is an artistic necessity.

"Take Peter Pan,' he said "In all productions of it which I have seen the children's parts have been taken by young women. is rarely that you find a child actrees whom it is a pleasure to watch: children on the stage are almost always self-conscious and unnatural. But these are merely my views; so long as children are on the stage my association will do all in its power to protect their interests.

The "Evening Standard" states that Holland has despatched a note declining to extradite the ex-Kaiser without Germany likewise demanding it. This report is not confrmed.
The Hague. Jan. 23.
The Dutch Government refused extradition of the ex- Kaiser.
FRANCE'S POLICY.
Paris, Jan. 22.
M. Millerand and his Ministerial statement were greeted yesterday with applause. The statement contains firm pro- mises for carrying out the Peace Treaty and a strong programme of reconstruction and social reform.
Germany, M. Millerand said, had devasted ten of our most prosperous departments. To repulse aggression and to win Victory France had been obliged to exert her energies. The valor of our soldiers saved the country. It is not enough to recognise it by words. In order that victory should give us its full benefit it will be necessary to make mary efforts and show as much abnegation as during the war. The days of sacrifices are far from being over. The country is as ready
to see them imposed as it was during the war." To avoid renewal of the war M. Millerand said they must have filth in the League of Nations. The French Government, he said, will not neglect anything depending upon it in order to help and fortify its organisation. BRITAIN AND RUSSIA.

The Russian situation has developed a fresh Sarprise. The French press yesterday expressed concern at the state- was unable to provide her quota of troops nent that Britain for the plebiscite arcas in view of commitments elsewhere. It was officially announced in London last night that it has been found necessary to modify the arrangements to send eleven British battalions to East Prussia, Silesia and other plebiscite areas. It is now decided to send three battalions. Our departs for Flensborg to-day and two others subsequently go to Danzig and Allenstein respectively. A section of the press interprets the announcement as indicating the resump- tion of a policy of military adventure which was thought to be abandoned last week when it was decided partially to raise the Russian blockade.
