UNREST IN EGYPT.
Cairo, Oct. 25. Demonstrations by students and others, hitherto a weekly eature of Alexandria, culminated yesterday in serious rioting. A Gowd with sticks, stones and bottles attacked the native Police who attempted to check a demonstration close to the Berrice Mosque. The Police retaliated with batons. The arrival of the Governor of Alexandria temporarily restored order, bat a fresh outbreak resulted in many Police and rioters being injured. Finally two motor-lorries of troops appeared. They were assailed by missiles, and a volley in the air failing to disperse the mob, the troops fred, killed two and injuring ten Altogether twenty-seven Police were injured. The rioting was renewed this morning. Two officers were chased by the crowd to the harbour and took refuge in a pharmacy. A motor lorry at the quayside was burnt. There were a num- Eber of arresta.

It is officially announced that the administration of the Consular Department of the Foreign Office has been trans- ferred to the Department of Overseas Trade which already Sadministers the Commercial Diplomatic Service. The staff of the Consular Department will presumably remain at the Foreign Office, but in matters relating to the Consular service ill report to the Secretary of State through the Comptroller. General and Secretary of the Department of Overseas Trade. Questions of promotion and transfer in the Consular Service whenceforth be considered and recommendations made to the Becretary of Foreign Affairs by a committee ander the presidency of Sir Hamar Greenwood, whereon the Depart- ment of Overseas Trade will be represented. Arrangements Fare also being made to transfer to the Department of Over-
ess Trader non-political work hitherto done by the Com mercial Department of the Foreign Office. A standing inter- departmental committee has been appointed comprising re- presentatives of the Foreign Office. Board of Trade and De- partment of Overseas Trade to deal with questions whereia the three Departments are jointly interested.
DEFENCE OF THE REALM ACT.

In the House of Commons the Attorney General moved the second reading of the War Emergency Bill, continuing The P.0.3.A. regulations for a year at most. The AttorDEN General admitted that much of the Bill was unnecessary and The proposed that after the second reading the Bill be re- "flicted to a committee to investigate whether any part could safely be omitted. Sir F. G. Banbury and Sir Donald Maclean demanded the withdrawal of the Bill Mr. Bonar Law said the House must make up its mind whether the ast rtions that the Government did not retain the confidence of the House were true, for the Government did not mean to withdraw the Bill, because that would mean chaos. The
Commons then passed the second reading by 933 and 83.
SETTLING UP.
London, Oct. 25.
The "Gazette" contains an Order in Council prescribing arrangements for carrying out the sections of the Peace Treaty relating to debts, property rights, contracts and Judgements between British subjects and ex-enemies, the Order, which operates when the Peace Treaty comes Jato force, applies to the overseas Dominions except Canada, Mistralasia, South Africa, India and Newfoundland, but it is (šobjdef to modifications by local legislatures. Under the Order a clearing house will be established in the United King- Tom with the possibility of branches in other parts of the Empire ta deal with claims. With some exceptions it wil hot be lawful for a person to pay or accept payment of an bemy debt except through this clearing house, which will
re-power to enforce payment with interest.
LETTERS TO THE PRESS.
London, Oct. 28. Seat Colonel Sherwood Kelly, was court-martialled in on charges of contravening Army Regulations by letters to the press. His letters alleged that the froops in North Russia are being used for a big entailing needless loss and suffering. Lt. Col. Sher- Kelly pleaded guilty.
