The Times condemns giving the Afghans the control of external relations, and also what it calls the apparently calculated and unpardonable delay of the Raj in revealing that this "great concession" has been made. It says that Sir Valentine Chirol's words in 1903 are truer to-day than then, namely "Kabul is the very last place we should willingly suffer to be transformed into a tentre of diplomatic rivalry."
