BISHOP OF LONDON'S FRANK TALK.

DUTY OF THE CHURCHES.

In the following article from the Daily Chronicle, Mr. Charles Dawbaru describes an interview in which the Bishop of Loudou spoke very frankly on the duties and opportunities of the Church. The Bishop holdly announced his

own

readiness to suffer for the cause of conscience and humanity

The Bishop of London is of such as cannot be ignored. You may not agree with him; but you cannot disregard him or treat him as a spent force in the world.

His situation as a Prince of the Church entitles him to a large consideration: the dignity of his- torical position is of more than common sigificance one hun- dred and eighth of his line: but apart from that, he is a man who speaks for his time, s prélate who preaches the living word of the twentieth century revelation, who finds the present extraordinarily interesting, who has no wish, I judge. to hark back to another age when the great of the Church were almost too great for this suffering earth.

The Bishop is not removed from the mass of mankind though he lives in Fulham Palace or at London House. Temperamentally he raises no barrier, nor does he show a spiritual arrogance. He is steeped to the lips in life; he is keenly, passionately interested in all its problems. Temperance and morality are his IWO STeat practical concerns. His dominant mission is to unite all Christian efforts.

CO-OPERATION, NOT RIVALRY,

"We are out for the same ob- jects." he says. There need be no rivalry in the sense of opposi- tion-only co-operation." This is the note he emphasised in America, at the Front. in Hyde Park, at those extraordinary ser- vices in which all denominations take part

In America, in that free atmos- phere where hatreds die, the Jew and the Catholic.the Episcopalian; the Baptist and the Unitarien are all associated on a common plat- form in a common urge for social work.

NOT OUTSPOKEN ENOUGH.

"It has risen from serfdom to independence and power without much encouragement from the Church, and it feels very bitter about it. The Church has borne witness to the insufficiency in the housinz of the working class." continued the Bishop. "but it has not sufficiently awakened the public conscience to the scandal. That social conscience must be awakened: I feel that very strongly. Too people have been allowed to think that their duty ended with their subscriptions. Questions of morality. For eighteen years the Bishop has been on the council of the body that looks after London morals, and the gravity with which he speaks of its problems shows how deep is his concern for the welfare of his "parish," with its teeming millions.

DRASTIC PROPOSALS

CARRIED.

-Although opposed by the Gov- ernment a drastic new clause dealing with former enemy aliens was adopted by 14 rotes to 12 after discussion recently before the Standing Committee on the Aliens' Restriction Bill.

The new clause makes it a statutory obligation to deport all these aliens except on specific grounds for exemption. The Government opposed, it on the ground that their own proposal for an Order in Council would effect the same purpose.

The new clause provides that

Every former enemy alien now in the United Kingdom should be

Sir John Butcher, who submitt-i ed the clause, mentioned that in November 1918 there were in this country 21,000 enemy, aliens uninterned, and in April last 5,000 uninterced Germans were here.

He wanted to know how these! had been dealt with, and went on to argue that the only way to deal with this great and serious problem was by direct legislative enactment, wch as was foreshad- owed by responsible Ministers at the last election and by many Coalition candidates.

If effect was not going to be given to his promises, the Prime Minister should resign. The country was sick and tired of government by Orders in Council. which might be satifactory in times of war, but had not thei backing of Parliament behind and could not be justified in times of peace.

Mr. Short (Home Secretary). interpolating. said a number of aliens had been repatriated. and Mr. Justice Sankey's Committee were considering cases which had hitherto been exempted.

Sir John Butcher contended that only great pressure on the Home Office had resulted in the internment of aliens during the war, and now they were faced with the stern duty of seeing that. none but very exceptional cases were exempt. The country de- manded it, and the Government bad promised it.

Sir Herbert Nield urged that it was necessary and desirable that a rigid statutory standard, to which all enemy aliens must comply, must be set up. Their Experience of enemy aliens had been

a terrible one, and the) quicker and more effectively they got rid of the danger the better.

He particularly referred to the dangerous German element in the East-end of London, but Sir William Pearce reminded the Committee that the East-end alien population consisted almost entirely of Russian and Polish Jews.

Commander Kenworthy OD- posed the clause on the ground that a change was taking place now that peace was signed, and is the youth of the offenders-people were becoming desirous of girls of 16 or less, who come from avoiding any cause for interna- all parts of the provinces to this tional hatred. maelstrom of London.
