our representative was informed that companies, owning quite s number of steamers before the war bad gone out of business, either owing to losses due to the enamy.or, as more often obtained, because their ships did not pay, and they have sold them. In other cases owners of Government. chartered abips were so bound. round with restrictions and Goverment formalities that the whole of their time was taken up in trying to fathom them. The great danger we see in all this is that business men who for... years put have helped to 'build up the shipping industry in this country have lost all interest. Their experience and foresight have, in fact, become lost to the country-a very serious state of affairs, of which we shall feel the effects after the war, when at the shipping industry will be of such vital importance in building up our lost trade. With the best intentions in the world... the Gvernment have only succeeded in ousting the small shipowne-s. to the advantage of the larger combines, wh› alone have been left the organisation, and staff. necessary to carry on. We would enter a strong plea for a more enlightened pulity which would encourage the smaller shipowner to remain in the business and to Prevent the large combines which sre now taking place, and which, after all, are only reverting to the incubus of trusts, which were fought so successfully in this. country in pre war days.””
