The shipment of iron and steel

to be supplied by the United States under the second agree- ment for the exchange of Japanese steamers for American materials was to be begun in June, but the exigencies of the military situat ion have delayed arrangements, and shipments will not be made until after October. This delay in the supply of shipbuilding materials will naturally cause a corresponding delay in the supply of vessels, the first of which was to be delivered in January next. or six months after the supply of shipbuilding materials,

The application of the ship- builders concerned in the agree-. ments for the exchange of Japanese steamers for American shipbuilding materials, asking the Customs authorities to dispense with the usual procedure in regard to shipbuilding materials to be imported under the agree- ments, has been granted. Such imports will be deposited in the compounds of the shipbuilders in the

same way as in bonded Customs sheds. Duty will be imposed only on the surplus materials after the construction of the vessels to be supplied to the United States; thus no duty will be imposed on the materials actually used for these steamers.
