A Law has been published at Berlin on April 27, coming into immediate force, to the effect that Neutral ships are considered to be in enemy war service- unless circumstances prove the bontrary when the State whose flag the ship is entitled to carry has made a tonnage agreement with an Enemy State, or the larger part of the commercial fleet of which Neutral State is employed in enemy interests.
Japanese Shipowner Sued by London Firm.
At the Kokura barnca of the Fukuoka District Court, on the 27th May, the first hearing took place of a suit brought by a representative of Messrs. Leopold Walford, Ltd, of Great Bt. Helen's, London, against Mr. Jonsaku Tochiki, of the Tochiki Shipyard, Wakamatsu, for com- pensation for breach of contract and for isses incidental thereto. Mr. Tochiki is said to have agreed to sell a steamer to the plaintiffs but failed to do so, and in this respect a claim for T735,000 is made against him, probably re- presenting the amount of profit which the plaintiffs would have made on the tra saotion, while the sum of Y450.00) is claimed for losses due to delay in con- nection with the affair. The
counsel requested that Mr. Oka- mura, of the Wurin Shimonoseti, be summoned as a witness, and the heanng of the case was adjourned to September 3rd. Increased. Tonnage for South Seas.

INDO-CHINA STEAM NAVIGATION CO., LTD.
As already noted, (says the "Japan Chronicle") the shipments of next season's Formosan sugar has been arranged for with the Yamashita Kisen Kaisha instead of with the Nippon Yusen Kaishe, Osaka Shosen Kaisha, and Mitsui Bussan Kaisha, which have hitherto practically mono polised suzar shipments. The discontinuance of the contract with the three shipping concerns will naturally release tonnage which has been used for the shipment of sugar, and they are considering where best to employ it. The Osaka Sh-sed Kaisha has decided to put the released tonnege on the South Seas service, converting the present monthly service into a tri- monthly service from October next. It is said that owing to the scarcity of space augar cansignments at Java have accumulated to the amount of about 500,000 tons. Whether this estimate (given in, a Japanese paperlis true or not, it is expected. that the increase in the South Seas tonnage will lead to greatly increased imports of Java sugar

Standardisation of Ships.
A few months ago the Japanese Government appointed & Com- mittee on the standardisation of ships, its members including a number of officials, scholars, and shipbuilding experts. The Com- mittee has held conferences between March 2nd and June 14th, and reported its recom- mendations to the Department of Communications a few days ago. According to an official announcement issued by the Department, the Committee. re- commend two different views of standardising ships according as the country is at war or at peace. In the former case the desider. atum is the expedition of con- struction. Shipbuilding materials and accessories should be unified so that this 'object cán be accomplished even at sacrifice în other respects. The size of vessel suitable for prompt, construction is of 3,000 6,00, and 8,000 tons, In regard to the standardisation of ships in peace time, due note should be taken of the necessity of shaping plans with en eye both to promoting the development of the shipping trade and to meeting "exigencies of war. For standardisation the Committee recommends that cargo boate should be of various tonnage.—
