Seamen's KILLE
In the House of Commons, recently, Mr. Wiliam Thoms asked the President of the Board, of Trade if he is aware that when a merchant ship is torpedoed and !suak the wages of the sailors and firemen are stopped, that they have to trust to the hipwrecked Mariner's Society to bring them home, and that no allowance is made for the loss of 1 and cloth . and if the Goverment intend taking any action in the matter with a view of seeing that in all such cases the men receive full and adequate compensation. Mr. Roberts-Under the Merch- ant Shipping Acts the legal right to wages terminates on the loss of the ship, and payment of wages" beyond this date, though made in some cases, cannot be claimed as a legal right. If seamen are landed at a port abroad they are sent home at the expense of the ship or <f public funds, but there is no statutory provision for sending men landed at one port in the United Kingdom to another. port, and a great deal of good work has been done in this con- nection by the Shipwrecked Mariners' Society and the British and Foreign Sailors' Society. As regards loss of it and clothes. adequate compensation is paid in all cases where these bave been insured either by the men themselves or by the owners under the Government scheme the premium for which is 2s. for £5. In the case of vessels on

Lion on the subject of the reconsti- tution <f the mercantile marine He contended that wheress's I Powers were increasing their commercial fleets, the construc- tion of merebant ships in France had been opposed. Nail, Under Secretary of the Mercan- tile Marine Department, who followed, stated that on the eva. of war the French mercantile marine totalled 2,500,010 tons 'It bad lost 550,000, fom, of which 440,000 were lost by sets of war. Constructions and purchases had added € 80,000 tons, and a further 140.000 tons were being finished-- Germany had lost 2,500,000, of 50 per cent of her entire fleet. M. Ribot, the Premier, acknowledged that the position.cf the mercantile marize was not satisfactory, and I pointed out the difficulties of the question of purchase. There were not many ships. to buy, but the French Commissioner in the". United States had been able to buy some in Amrica.
