Financial Reserves for ̈Shipbuilding,

Commenting on the " Budzet and the discriminating taxation of shipping profits, the "Com- pendium" says:-Shipowners have every reason to be grave about the effect of the wholesale appropriation of profits on the future of their industry. If they cannot put by reserves in good times like the present, how are taey to build ships for the future, and face the intense competition which is absolutely certain to come from deutral owners after the war is ended? This is really the serious side to the whole question Shipping is too vital a national industry to be exploited beyond its capacity without alarming after-effects from which the country must suffer for years to come. The loss of tonnage has been sufficiently alarming

and it still continues.. This loss will have to be replaced at all cost if the country is to hold its place among the nattons; if indeed, it is to live. How is it to be replaced if shipowners are unable to lay by reserves from their war earnings? Loes of ships too, means a loss of trade and old-time trade connections, which, under the stress of war, have had to be abandoned. These must be recovered by the same established enterprise which them, and that certainly was not the State. But how can ́the Government expect enterprise if the reward of it is denied the shipowners, and if, moreover, it is bandcapped by costly ships and the outlay of unduly large capital sums,

is certain to be the amallest? Manifestly such policy is just that which will stimulate competition from those neutral shipowners who have amassed such large resources during the war, anu who are now such unwolted displaying activity in developing their trade.
