London, May 25-Now that Amerio has a me into the war, it would seem that you must, in common with the other belliger ents, be deminated by the fact that your Government, like the Governments of other belligerenta, will become for the time being the largest dealer, whether in ommercial matters or in fasnos. Belligerent Governments, being the largest borrowers at the moment, naturally desire that the velas of money be kept as low as possible, the matter being one intimately connected with the terms on which they can fat- their loans, But in this countr it was not long after the com mencement of the war before we perceived that an initial blunder bad been committed in this matter of the value of money and the terme of Government loan flatations.

fell to an abeardly low level, and. the Government was able to raise large sums in Treasury hills at extremely low rates. In the first place, it was for too large an amount-as con- ditions were at that time-and the rate of interest at 34 per cent. was far too low.
