Father Cavaignae was born in 1875 in the diocess of Rodis, France, and went to Japan in 1907, saya the Nagasaki Press. When war broke cat he was in charge of the Kagoshima district of the diocese of Nagasaki. At his own re- quest he was attached to a regi- ment of Zouaves se chaplain, and sccompanied the regiment in eil the engagèments in which it took part. Last year he received the Croix de Guerre for remarkable devotion to wounded and dying soldiers, and quite recently his name was mentioned in sa Order of the Day to the Army.
Chinese Cabinet Crisis. Peking, May 13.- The Minis tera of Justice: the Navy and Ag- riculture have tendered their resignations. It is stated that Premier Tuan Chi-jai also pre- pared a memorandum tendering his resignation, but owing to the intervention of the Tuckans still in Peking the memoran- dum has not yet been for forwarded to the President. The. Tachane held a meeting yesterday at which it was decided that Pre- mier Tuan moet not be allowed to resign under any circum- stances. After thirteen years' service in the Health Department of the Philippine Government, Dr. J.W. Smith, who for the past six years has been in charge of the hospital at the Bareau of Prisone, bas resigned his position in order to devote bis entire time to private praatios. Dr. Smith has made an enviable record since joining the health service of the Government as medical inspector, chief of the Baguio hospital, surgeon at the Philippine General Hospital, and in his work at Bilibid. He is s Fellow of the American College of Surgeons, and entered the Government service first as an army surgeon in 1901.
