SUNDAY'S TELEGRAMS.
THE IMPERI L INSTITUTE.
December 21.
In the House of Lords, Lord Islington, replying to a question, said that the Imperial Institute aimed at being the clearing house for information regarding raw material produced in the Empire. He emphasised, especially the steps being taken in India to develop raw material. A large and representative committee had been appointed for Indis to inquire into the promotion of_inter-Imperial, trade, and had appointed a special sub-committee to investigate special trades. One of the main objects of inquiry was to find Im- porial outlete for products which formerly went to Germany, especially hides from which the best leather was produced. The committee had made great progress in preparing a ́scheme which it was hoped would remțit in hides being made into leather in this country more largely than before.
Lord Islington hoped that the Raj would largely con tribute to the Institute and that the Dominione would make larger contributions.

Outlines of the Government', war work scheine are gives as follows:
All males between 17 and 60 are required to enrol be- fore Advisory Committees in the various centres. Then Mr. K. Chamberlain's department will decide what industries, apart from war work, are emential, and the proportion of workers they require. The non-essential industries will be ahut down. For instaned, the tinplato wade-it is not intended that tin plates shall be used any longer in packing tobacco, mustard and such like commodities. The skilled workers will be thus released for steel work. There will be a reglater in every locality of war, industrial or productive require. ments. Mobility of labour will be stimulated by the trans- ference of batches to places where they are urgently re- quired. Power will be taken to billet workers on private houses. The workers will be paid trade union rates, plus half-a-crown daily separation allowance where homes are divided, and railway fares. If the number of volunteers is insufficient. the Government will apply compulsory powers.
PRICE OF WHEAT TO BE FIXED,

London, December 22.
The passage in President Wilson's note to which the greatest exception is taken here is the assertion that the declared objects of the belligerents on both sides are virta- ally the same. "Each side desires to make the rights and privileges of the weak peoples and small states as secure from aggression and denial in the future as the rights and privileges of the great and powerful belligerent States." It is everywhere asked when has Germany shown any regard for weaker States. It is pointed out that the actual evid ence is absolutely contrary, and the fact that President Wilson ignores this is keenly felt,
Paris, December 23. The Temps" says that President Wilson made a fundamental mistake in disregarding the essential fact that one side deliberately broke the peace, while the others did their utmost to safeguard it. Whatever President Wilson's in- tentions were, he ought to have foreseen the consequences of his action.
London, December 22.
The papers, reverting to President Wilson's note, em phasise the atziking unsaimity of the whole British prese comments thereon.
They consider that President Wilson and Mr. Lansing have done themselves less than justice.
The King's speech is regarded as an effective answer to the note, stating in simple and dignified language the up- alterable resolve of the Empire in a sacred cause,

The London correspondent of the "Chicago Daily News" writes that the purpose of the note is most friendly to the Allies. President Wilson is seeking to induce Germany to etate her real terms, whereupon he will appeal to the people to join the Allies.
The "New York Times" says that President Wilson wrote the note with the object of getting light on Germany's real purpose, as & response to the Allies' known' advance.
The "New York World" states that if Germany resumes her ruthless submarine campaign the American people must decide betweep force and peace at any price.
New York, December 23
There is a feeling of bewilderment bordering on indigna- tion, especially in conservative and financial quariern, at the effects of President Wilson's note, upsetting the market and making a mournful Christenss for tens of thousands of hitherlo prosperous Americans.
The motives for Prendent Wilson's note are the ab sorbing topic of the country, Mr. Lansing's commente only increased the mystification.
The "Tribune" states that. Mr. Lansing's "verge of was? remoukseenott wholly tëxhaförms the daracter of the President's action. Neither Predam Wilson nor Mr. Lansing, can now refuse to explain who in threatening the United States," -

THE SILVER MARKET.
December 21.
Mesers. Montagus' report that the market is quiet, and supplies ratden scanty, although there was some profit. taking by Indian bazaars and other holders. There was some general demand, more or less active each day. Conse quently the mintage purchases have not been large. How ever, this is unimportant in view of the Raj's purchase of 3,000 bars at Bombay. The approach of the holidays tends 10 restrict local business.
MILITARY OFFicers' conduct.
December 23.
in the House of Commons, Mr. Macpherson, Under Secretary for War, announced that results had been arrived at, at the War Office Courte, in the inquiries particulars of which were cabled last August. The Courts' fodings, had not yet been published
He informed the House that "the lady in the case was outside jurisdiction." The Government's displeasure, had been conveyed to Major-General Sir John Cowans, who would remain at his post as Quartermaster-General tem porarily, in the country's interest, General Sir Henry Mackinnon (Commander-in-Chief of the Western command) had retired under the age limit and no action was possible or desirable. Colonel D. Radcliffe had been removed from his command.
Mr. Macpherson referred to the undisclosed action in the case of Brigadier Owen Thomas, and added that action in this case was due to military requirements, He paid a tribute to the Brigadier's services in Welsh recruiting.
FRENCH WAR TAXES.
December 23. The French Chamber bas passed a war tax on men net serving, including a fixed duty of 12 francs, as well as an increase of 23 per cent. in the income tax.

AUSTRIAN-HUNGARIAN POLITICS.
Desember 23
A Vicuno comununique states that the primary duty of the Government will be to feed the people; also it will aim at the restoration of full constitutional conditions and the. conclusion of a treaty between Hungary and Austria. with a view to closer economic conditions.
The "Frankfurter Zeitung" doubts whether the Czechs will like the new Premier, Herr Martinic, who, it is predicted, will bring Austria salvation.
It says he was formerly an Austro Hungarian separatist, but possibly the war has changed his views.
THE PRICE OF THE "TIMES."
December 22.
The Times" announces a probable further increase in price in view of possibly muere stringent_restrictions on the import of paper and paper making material.
OBITUARY.
London, December 22. The death is announced of General Sir Henry Bracnell' Turon, K.C.B.
[General Tuson served in many campaigns, including that of China (1658-60) in which he was mentioned in despatcher and received a nedal with two clasps. He was 60 years old at his death.]

A DESTROYER'S HERORISM,
December 23.
A correspondent 'describes the heroism of rescuing the crew of the oil-tanker "Conch," which was torpedoed at 11 p.m. on Dec. 7.
A Destroyer at 3 a.m. observed a huge conflagration. while travelling at a speed of eight knots. She went towards it at full-speed and was horrified to see thirty men huddled forward. Three steamers a quarter of a mile distant, bad been for hours powerless to approach the lakes of fire from the oil which was welling from the vessel's sides
There was a nasty sea, running and the "Conch" was lurching in all directions.
Thrice the Destroyer crossed her bows, sending over board rafts, and bouys.
Many of the crew jumped for them and were saved. After two hours all the life-saving apparatus had gone, the Destroyer most magnificently and daringly went along. eide and took off the nine men still on board.
Ten minutes later the "Conch” disappeared.
OBJECTIONS TO Chinese LABOUR AT HOME.

A joint conference of representatives of the miners, rail- way men and transport workers passed a resolution against the movement to import coloured labour into Eritain and protesting against the extended use of Chinese and other Asiatics on Admiralty transports and merchantmen, until the services of Britiab and friendly alien seamen are utilised to the fullest.
