War Vessels.
Berlin, Friday, July 28.—The exsontion at Bruges on July 27 of Captain Charles Tryati, of the British steamship Brussels, after a trial by Courtmartial for at tempting to ram a German sub- marine, denotes s now phase in the controversy over the sea rights of merchantmen.
The German Government prise regulations izened before the beginning of the war adopted the principle that merchantmen were not entitled to commit acts of war, and it threatened to treat SE pirates those attempting so to do. The execution of Captain Fryatt, German officials contend, is in accord with the principle which, according to the German view, merely extends to sea warfare the principles already controlling frano tireur activity on land.
It is hoped in official circles here that this case will lead to a definite olearing up of the ques- tion of merchantmen acting at in e:mittent times se war vessels.
Sentence confirmed by Kalser and War Council. London, July 29, 12.10 p.m.-. According to roport frem Maestricht, Holland, forwarded by the Bagne correspondent of -the-Erobinge--Telegraph__Oo,,|| the question of Captain Fryatt's execution war-direnwed-at-the- Imperial German Headquarters in reply to a telegram from the Duke of Warttemberg arnounc ing the sentence and asking for itu osnfirmation. This was tele- graphed immediately by the War Council, which included Emperor William and General von Falken- hayn and other staff officers, all of whom are said to have been in agreement on the justice of the Bertence.-New York.
