Military Promotion. Brigadier General H. B. Wil- lisms, D.8.0., promoted to com→ mand ■ brigade, perved as regimental officer of Engineers in India and the Far East some years ago. He has distinguished himself in the present war, and bas a fine record of service in South Africa..
Lieut.-Col, Bruce. Lieutenant-Colonel G.D. Bruce, Indian Army, who has been; pro- ' moted to that rank on taking up the duties of a General Staff Off. cer of the first grade, served in the China Expedition, 1900, He siso nerved in the North West Frontier of India Expedition, 1897-98, and was mentioned in despatches moently for services in the present war.
Chinese Labour.
It is announced from Petrograd that the Commander-in-Chief has authorised the employment within
| the Minsk Government of Chinese and Koreans to work for private undertakings provided the om- ployers furnish them with the food and clothing to which they: are accustomed. Both in France and Ruesis now the shortage of" labour through the war has led to the use of Chinese labour, against which there was such a tremend- ODE outery in England when the experiment was made in South Afrios. At a time of crisis lika the present there seems no valid reason why the Allies should not avail themselves of the plentiful supply of Chinese coolies who, if employed under proper conditions, make excellent labourers for certain classes of work,-L. and 0. Referring to the war loan raised by the Federated Malay Slaten the Colonial Journal observer that the Chinese in Malays had expresand their strong desire to help in the war, and large sumA were promised before the issue was decided on. The only objec tion made locally was that the rate of interest was too high, but it did not appear at all likely that Icasl money would be attracted by a lower rate, and the present market conditions certainly do not suggest that better terme would have been possible.
