Washington, Sept. 25.-Senator Weeke, of Massachusetts, one of the three leading aspirants for the Repablican nomination for Pre- sident, has given special study to the effect of the seamen's act, and declared to-day that it would be amended in the next Congre without opposition from the labour leaders. "The seamen saot seems to be one of the most harmful and dis- astrous pieces of legislation pat apon the statute books at the last session of Congress," said Sonstor Weeks. "It was de manded in the interert of labour; but I shall be surprised if any re- sponsible labour leader will oppose the efforts to be put forward for its reasonable amendment, as it
has resulted in harm to those
whom it was intended to benefit and resulted in great loss to labourers in other fields, such as. those employed in the great lumber industries of the Went. "It is evident that the effect of this legislation has been to strip the American flag practically from every tana-Pacific vessel and to turn over great trade | routes that have been developed by American energy to the Japanese. Many do not realize the barm it has done in other di- rections through disrupting long- established marketafor American- made goods in the Far East. Ons large mill at Seattle has lost an Oriental customer who purchseed from it $100,000 worth of lamber every month, or $1,200,000 a year. It is said that this loss is caused by the seamen's law. This customer has placed his future orders in "British Columbia, where he can secure transport facilities not subject to the rigorous requirements of the sea- men's sot.
