It is with a sense of ami sement, therefore, that the average man reads of what has happened to the rules and regulations for the punishment of traitors which were recently drafted by the Legisla 1ive Bureau in the Secretariat of State. They were brought up for discussion at the Tsancheng yuan and promptly rejected because they proposed not only the punishment of traitors, which was proper, but also the punishment ofthe families and re latives of traitors which was im proper in the highest degree The President, it is said, cn. being up prosabod, expressed himself BB ignorant of the provisioned horrified at them and od them to be referred to his councillors for consideration. It is surprising that the President was unaware of the proposals but, at any rate, it is a hopeful sign. that be was shocked when he did bear of them. Evidently there is existent in China a spirit of fair play, and it should be developed a mach as foible. And the first indication of development might well be a plain atatement of the Case of Wang.

Future of Mongolia. Rassia certainly has no reason to be dissatisfied, for all the privileges and rights she acquired by the Urga Convention are con- firmed under the new tri-partite agreement; Mongolia is satisfied with recognition of her autonomy and the right to enter into com- mercial and industrial agreements with other Powere; while China is gratified that her suzerainty in Outer Mongolia is definitely recognised by the Mongolian Government as well as by Russia. What seems abovec all to please the Chinese Press is the foot that the Agreement is the spontaneous result of patient. discussion and negotiation, and dooa nct, it is claimed, represent. concessions wrung from an un- willing Government by a threat of force. In reality, China has had to recognise existing facts by no means to her liking, because she is powerless to alter them; but she is compensated by the acknowledgment of her suzerain- ty. This, at least "saves face," and will count for much with the Chinese.
