June 12, 5.00 a.m." Beuter's Washington our respondent says that the United States have instructed diplomats abroad to ask for the annulment of the paragraphs of the commercial treaties conflicting with new Sea. men's Law. The Pacific Mail Steamship Co will probably have to abandon ita Trans-Pacific service, as, under the Act, a ship cannot sail from American ports.usless 75 per cent, of the crew can speak' the language of the country whose flag she carries. The Act pre vents the employment of Oriental labour to complete vessels flying the Japanese lig, and will probably drive all American abips out of the Oriental trade.

TO EXTEND THE DUTCH FLEET.
June 12 10.15 p.m. Renter's correspondent at the Ilague states that the total amount of the Bill for the extension of the feet in twenty-five mil lion florins. The first instalment, of six millions, is divided equally batween the naval and Dutch Indies budgets. Two cruisers, each coating nine millions, and four sabmarines, each costing one and three quarter millions, are to be construoled. A further increase of the naval budget is demanded for the construction of six seaplanes.
