In looking through some old papere the other day I came across a namber, jat ten years old, of the Finans Chronik, a German weekly, which contained an article by Dr. Carl Peters, the well-known explorer, who obtain ed for Germany. her firet, colony end whose gecine is probaby more akin to that of the late Cecil Ithodes than that of any other of his countrymen. In this artic'e the author dealt boldly with the eilustion arising out of the weakening of Russia, after the war with Japan, and be consider ed the possibility of an armed conflict between Great Britain and Germany.
