The Chinese Post Office. It is instructive to learn from
| the apnaal Report on the working. of the Chinese Post Office in 1913, which has just been published, that enormous advance was shown in all directions in spite of the fact that the cons ditions fa the country were far from being favourable to postal enterprise and Jrogres.
A abalar statement is published. showing the yearly totala for the past thirteen years. In 1901 the total number of articles dealt with by the Post Office amounted to not more than 10.1/2 millions," while last year's total was 629,1/2 millions. The report comparea the figures for 1912 and 1913, but
gives a reminder that owing to the Gregorian Calender being adopted in 1912, this year for the purposes of the postal records contained only 10.1/2 working months. Allowance for this difference, however, the Report says, makes little impression. upon the remarkable advances that have to be recorded in all- branches of postal business. Compared with the total for 1912, Last year's total of 620.1/2 millions of articles (exclusive of parcele) shows an increase of nearly 186 millions, or, allowing for the difference in working months, 122 m Ilions.

questions, and whose books on sea supremacy have been so large- ly responsible for the development of European navies, is stated to have declared that England, if she would remain a world Power, must fling her preponderating nary against the sea-power of Germany. Admiral Mahan, we gather, in common with the vast majority of Americans, ragarde the war as one of calculated ng- gressiveness on te part of Ger- mony and as an inexcusable act. He expresses the opinion that the absence of the Kaiser from Berlin at the time of the Austrian ulti- matum to Servia as an set cleverly designed to deceive." To quote his words- For & long time it has been the German policy to keep the navy ready and virtually cleared for action, and we may expect any minute, ap- parantly, to get word of a great engagement.
