QUR TREATMENT OF SPIES;

Dealing with the question of epics in our midst, the Law Journal says, that in France and Belgium, which are the seat of actual warfare, the civil law is temporarily superseded by mar- tial law. "At the present moment it should be noted, first, that the United Kingdom is not the theatre of actual, military operatione secondly that, conse quently, no proclamation, of ana tial law has been issued, although by orders made under the Defence obrthes Realm-Act 1914 a modi- fied form of martial law has been put in force in certain areas; and, thirdly, is follows that the law of capionage at present available for the nas pour Law Officers is not that of the military code, but merely the ordinary law. Under the ordinary day espionage de not capital offence; it can be dealt with only under the Official Secreta Act of 1887 and 1911,
