In the course of an article on this subject in "The Nineteenth Centary and Afterwards" a writ has some interesting commenta to make. The question is often oaked, he mayé, as to whether Germany will be able to bear the cost of continuing the present war beyond a limited period, That the extreme financial pressure looming over har is already mik- ing itself acutely felt was shown by the Berlin proclamation some little time ego stating that the people's savings must be given up. It was a depressing notifica tion to have to make at the beginning of the war. One of the most striking features of the new German Army Act was the provi sionadopted for increasing the Im- perial war chest from £6,000,000 to £18,000,000. The £6,000,000 gold bitharto retained in the Jalina Tower at Spandan was met ssile, ont of the todemnity of $200,000,000 received from France in 1873, for the purpose of defraying the expense of mob- ilisation. But the great General Staff of the German Army be came efully alive to the fact that owing to the growth of armies and the increasing cost of wor material, a much larger rum than the £3,000,000 originally appro priated must now be provided to meet the cost of mobilisation.
