SOUTH AMERICAN LINE.
America was in phenomenally large defect. The outlook for Jaly was thus very disquieting but happily though pretenre in the Argentine and Chili remained phenomenally low in July that at Mauritius which is usually op- posite in character to preasure at the South American station also became extremely low. This enabled the Indian rainfall of July to be abundant and as regards our August and Septem ber rainfall the pressure distri bution is decidedly favourable at Mauritius while decidedly un favourable in South America. The low pressure in India in July is negligible.
(b) The conditions regarding snowfall
may now be considered.
The excass in the Punjab alene that was noted in the June xoree' ist would in the early part of the m0- soon season probably exert most influence on the rainfall of the north and east Punjab and weat" of the United Provinces and if rainfall be reckoned from June 12, prior to which the monsoons bad not reched these areas. the rainfall in the former area was in defeat until July 15, while that in the west of the United Provinces was still 2.2 inches in defect on August 6. The latter appears to have been particularly
summary in paragraph 6 it may be concluded that the prejudicial effect of snowfall may be regarded as inappreciable,

(0) The instability of pressure ia the Indian Ocean in May showed itself to increasing extent in June and July. At its wookest however in July the monsoon is not much weaker than the average.
(d) In the absence of an excess
of snowfall the best indications so far as is known at present are derived from the Indian pressure distribution of July. As this is practically normal no marked abnormalities can be forecasted. The following summary added:-
(a) The indications regarding the total monsoon rainfall for August and September are decidedly conflicting, On the

On Cleverness.
Sir Frederick Treves discours- ing on cleverness at the Browning Settlement, Walworth, recently Jesid it often struck him how little the cleverness of the "clever man really amounted to: It could daily be supplanted, he Baid, be a pertain amount of application.
