THE HONGKONG TELEGRAPH, THURSDAY, JULY 28, 1914,

SPECIAL CABLES.

(From Our Own Correspondent.)

SHANGHAI BANK VENTURE.

SECRETARY SENT TO'GAOL.

Hongkong Registration Criticised' by Judge.

Shanghai. Received July 23. Harold Lancelot Beechey, former Secretary of the British and Belgian Industrial Bank of China (in bank- raptoy), oo a charge of conspiring with Barna Macar to defraud by promotion of the Bank, for the purpose of obtaining money, has been sentenced to four months' hard labour.

Mr. Justice Bourne, in summing up, expressed the opinion that, legally, Hongkong ought not to have regis- tered the Company, while morally, evon supposing they could have legally registered it, they ought not to have done HO. The result was that people registered Companies in Hongkong and come up to Shanghai and preyed upon the Ühinese.

(Special Pasific Service & the "Telegraph "-Router.) THE REVENUE,

FURTHER SUM HANDED OVER.

Peking, Received: July 22.

The Quintuple Group has handed over to the Chinese Government a further sum of Shanghai Tle. 2,500,000, the surplus of the salt revenue, after retaining sufficient funds to meet all the obligations of the Salt Gabelle up to

date.

CHINESE AND JAPANESE.

FATAL QUARREL.

Hunkow, Received July 22. While unloading wood for the Canton-Hankow Railway from a Japanese steamer, a dispute arose between the tallymen and the crew over a shortage. The Japan- ese crew seized arms and attacked the Chinese, one of whom was drowned and eleven injured.

A complaint has been laid with the Japanese Cou- sulate which is holding an enquiry.

RECENT BOMB INCIDENT.

DENIAL OF TORTURES,

Changsha, Received July 23. Bouter's representative interviewed the Governor by request regarding the reported tortures on persions arrost- ed in connection with the discovery of a bomb.

The Governor's explicit denial was evidently sincere, and he offered to place every facility, in his way for personal observation at the next trial.

The correspondent observed that the information re- lated to the past, whereupon the Governor offered to order that any coffin containing a corpse alleged to have been tortured should be opened in the presence of the correspondent."

The Governor warmly defended his conduct since his appointment, and showed that torture was needless for confession, because a detective lived two months with the acoused.

THE SALT REVENUE.

Peking Received July 23. Thai Chong-pu has issued a statement showing a steady increase in the salt revenue. From November to the end of December the income was Shanghai Taels 7,640,000, while from January to May, 1914, the total was Taels 12,554,000.
