REGATTA AT CANTON.

Home Crews win all the Events.

Tho Canton Rowing Club held their Annual Regatta on Saturday on the northern reach of the river where it flows past Belchers Island. It is at any time a very pretty spot and the whole courte fa nicely wooded right down to the water's edge, while on Satur day, with all the European population on the river in all kinds of craft, the place had quite a busy look. The reach was kept clear of all boats and every- thing was finely arranged by the local Rowing Club. The reces started in a drizzle with a cold north wind blowing right up the course. If the weather had only been on better bébaviour it would have been a regatta that would have taken 'some beating, As it was, there was provided racing the like of which has never been seen at Canton before and it is highly probable that it will never be seen again. The finishes in three of the rabee were so close that it was not until the flag went up that most of the people know which boat had won. Hongkong were most unlucky. They put ap a grand fight in each race only to find that the Canton crew were jast the least bit better.

If it had not been for the Hong- kong Crews coming up there would have been no Regatta so that great sympathy is due to them in losing so narrowly.

When the boats lined up at the start there was a strong north wind blowing right against the course and it was bitterly cold with a Scotch Mist drizzling down, Both boate got away well and there was nothing in it. until they got to the half way mark when Canton seemed to be just the least bit ahead. Aftor this the home four orept ahead and at the next post they were about a length ahead. From this distance Hongkong crept up and the last 200 yards racing was simply а repetition of the race at Hongkong, three weeks sgo.

Each publisher must submit full particulara of the nature of his paper and himself as well as of the printer and editor, who inter alia must be over thirty years of age, must not suffer from any nervous disease nor have been deprived at any time of their a'vil rights

Each publisher must depasit security ranging from $350 for a daily paper to $100 for an annual. Papers published in Peking and the other provincial capitale and in all commercial ports must deposit double the above amounts. A copy of each issue must be sent to the police.. station on the day of publication. Newspapers must not publish judicial proceedings held in camera, nor diplomatic, military or naval affairs the publication of which is forbidden. False charges against the Government, attacks on the form of Government an i the sale of foreign papers containing similar items are prohibited.
