It is stated that President Yuan Shib-kai, has not sub- mitted to the Political Connoil the Bill for the abolition of the Cabinet system cauas some of the Tutube and Oivil Governora are in favour of the retention of the Cabinet system while others suggest the Presidential Cabinet system. Furthermore, the right to decide properly belongs to the Constitution Amendment Conference to which the Bill on the system of repabliosa government is being sub- mitted soon after its convocation.
