Leave is a privilego governed by the custom of the Servico. This custom has long prescribed that the crew of a warakip should be told off into three watches, two of which form the liberty men and one of whioli remains on board after the day's work is done in port: Thus the men get two nights out of every three ashore. Lately, saya "Truth," Sir Wil- lium May issued a port order at Devonport that 50 per cent of all complements of ships in harbour were to romnia and sleep on board. No such order obtains in the other naval ports, and it is a local, not an Admiralty, regulation. The result of this stop is to put the crew in two watches for leave, thus giving the men two nights out of four instead of two out of tlirce.
