The passing year will be for the unusually.

large number of changes in the higher ranks of the Navy. Early in January it was anticipated in theso Notor that at the most 14 captains would be promoted, allowance being made for four- vacancies in the flag list over and above the number of compulsory retirements. As a matter of fact, however, the captain who hold elghteenth place in the conibrity list at the commencement of the year has attained flag rank. Tho effect of the year's promotions has been to lower by about six months the average age of the rear- admirals, which a year ago stood ut about fifty-three. The automatic retirements from the flag list next' year will not be so zumerous es during 1911, but allowing for the average of voluntary withdrawals annually and the normal wastage caused by death, it may reason-
